Type of Contract: Functional Area 1 Systems Operation and Maintenance - Prime Contractor

The GSA Small Business (SB) Government-wide Acquisition Contract (GWAC) Center has awarded the Veterans Technology Services GWAC (VETS) in response to Executive Order 13360 issued October 21, 2004. The VETS vehicle covers a broad range of information technology (IT) services, and solutions primarily consisting of IT services. The contract is set-aside exclusively for Service-Disabled Veteran-Owned Small Business Concerns (SDVOSBs) as the prime contractors per Federal Acquisition Regulations (FAR) Subpart 19.14 (FAR 19.14). This vehicle is available for use by all federal civilian agencies and the Department of Defense (DoD).

The VETS vehicle promotes the use of performance-based contracting and will accommodate orders with the following terms: fixed-price (all in FAR 16.2), time-and-materials (per FAR 16.6) and labor-hour (per FAR 16.6). Also the VETS vehicle allows requiring activities to choose among the incentive features found in FAR 16.4 that are tied to fixed-price, time-and-materials and labor-hour terms.

VETS’ scope consists of functional areas (FAs), covering Information Systems Engineering and Systems Operation and Maintenance, both of which will include Information Technology Security. A proposed order’s principal purpose will determine which FA (if in scope) meets the requirement. A hypothetical task order comprised equally of work from each FA may be competed across both.
